allow backorder not working as designed

I wish to use the setting “allow backorders” – the one that DOESN’T notify customers but whether I select that or “allow, but notify customer” – it is the same – on the front end it says “available on backorder” which gives a false impression that customers will have to wait days for it. It used to work properly. Don’t know when it changed.
