All the plugins are locked when this plugin is active

Hello,

First off, this plugin was great while it was working. However, lately I noticed that this plugin locks all of my other plugins and does not allow me to turn them on/off. I tried switching versions of PHP but could not seem to get that to fix it.

Any thoughts?
