I’ve used shortcode here and layout it’s wrong. With autoinsert, layout of TOC it’s fine.

Unfortunately the TOC with the shortcode has the same error as the last link with the automatic insertion: if pressed, instead of going to the correct URL, it goes upwards.
Not only that, but the bug is worse, because it happens on all links. For example look at the url /action/.
