Alerts and Blocking

In previous versions if one IP was constantly trying to login and was being rejected, to prevent way to many emails I would login and block that IP and emails would stop. Occasionally I’d login and block repeat offenders. For some time now, IPs are blocked for a second then without me taking any action, they’re unblocked. WHY? When that happens the emails begin again and so finally I’m here to find out because it’s getting way annoying. I suspect you want me to buy a license. And yes, I see where I can change email alerts, etc., but I need an explanation of why IPs I block are getting unblocked. The unblocking even occurs while I’m on that screen and blocking multiple IPs and the settings are not retained.
