The Kadence Gallery (Adv) block does not currently have a built-in hover effect on individual images. Right now, the only hover-triggered effect available is tied specifically to the gallery captions when “Show Captions” is enabled and set to either “Bottom Hover” or “Cover Hover” style.
You may be referring to the classic Kadence Galleries plugin, which does include a built-in hover effect on images by default.
I will add this as a feature request on our end, though I don’t have an ETA on when or if it would be implemented.
In the meantime, you could explore enabling captions on the Advanced Gallery block and using one of the hover caption placement styles.

Yes, I knew about the option via caption settings, but it wasn’t convenient for me that way.
(Since there are many galleries on the site and two languages, I would have had to update or verify too many captions. -_- )
Instead, I solved the problem with a script applied globally to all galleries, so I have the hover effect with the magnifying glass across the entire site.
(If it’s helpful, I’ll provide the link to the site.)
Actually, thinking about it, adding global options wouldn’t be a bad idea.

I have added your suggestions to the feature request, including the idea of having global options for the hover effect across Advanced Gallery blocks.
Your use case with multiple galleries and languages is especially helpful context, and I have also noted the magnifying glass effect you implemented as a workaround.
