    Thanks for reaching out.

    When you use equal ad weights in the ordered group mode, Advanced Ads will treat them as random rotating ads.

    You can customize the order of your ads by editing these ad weights, e.g., from 10, 10, 10, 10 to 10, 9, 8,7.

    Please, keep in mind that the ordered mode won’t ensure the order of your ads with every page reload in the sense of first page impression = ad 1, second page impression = ad 2.
    The ordered mode is used to determine the order in that Advanced Ads will call the ads.

    I guess that the ordered rotation is what you originally ask for. Here, you can find a tutorial about how to realize such configuration.

    I have 2 ads that will always be enabled but whenever we have a new ad we need it to always show first before our older ads and I can only show 2 at a time on the page.

    I was able to set the 2 older ads to a weight of 0 and 1

    If you give the new ad a higher ad weight than the other ads, it will always appear. You could limit the appearance of that ad, e.g., by adding a max. ad impressions visitor condition.

    In your case, I would also consider using the random ad mode and giving a high ad weight for the new ads while you keep the ad weight of both current ads on a lower level to spread more impressions to the new one.
