Admin Toolbar not showing up.

On the backend my admin toolbar is showing up, but on the website itself it will not show up. I have looked at a different answers to this and so far none are working for me.

I have deleted cookies and stuff and I contacted the creator of the theme I am using and was told that is was not the theme, because the admin toolbar also doesn’t show up when using any of the default WordPress themes. I have tried on the Twenty Twelve, Twenty Thirteen and Twenty Fourteen. It will not show up on the front end.
