Firstly, you’ll want to see if the emails are being correctly generated and sent. You can do this by installing a plugin like WP Mail Logging (https://wordpress.org/plugins/wp-mail-logging/), and placing a test order.
If they are being generated, then there is a good possibility that the server is blocking them from being sent. I will recommend you to search for a dedicated SMTP Provider as documented here:

No, the above did not resolve the issue as the other emails are being sent, also when you update the admin emails list those emails start working again so it’s not a problem with the SMTP server or the emails being blocked, but with the woocommerce script
but i’ve enabled the mail logging script to see if it will log any issues the next time this happens
