Admin missing "plugins" menu from admin panel

My company just started our build out of our new website using WP and GoDaddy. We had the install complete last week and I checked then to make sure all of the items were there (including some funky plugins courtesy of GoDaddy).

I logged in today and I have all of the normal Admin menu items except for the Plugins menu. (Yes I am also listed as an Admin on the site). I have not updated yet to WP 4.3 and maybe that will fix the issue? But why without any work being done would I one day have the Plugins menu and another day not?
