Is the admin bar enabled in his profile settings (Users > Your Profile)?
Have you tried:
– deactivating all plugins to see if this resolves the problem? If this works, re-activate the plugins one by one until you find the problematic plugin(s).
Try re-uploading all files & folders – except the wp-content folder – from a fresh download of WordPress.

Oddly, a log-out and log-in seems to sort it, so perhaps it was a cookie issue.
Hell, the whole thing’s so complex I’m surprised and glad it works as well as it does.
