Admin Bar Disappeard from Front Page

Hi Guys,

The admin bar is not displaying in WordPress 4.0 for non-logged in users. Has this been changed in 4.0? I had Buddypress installed and it was showing fine but when I deleted the Buddypress plugin the admin bar disappeared. Thought it was a theme header and footer problem but when I checked it was fine, so I logged in and out, cleared cookies, tried different computers and still the admin bar did not display for non-logged in users.

I decided to reinstall WordPress and still the problem persist. So this is a new install of WordPress using twenty-fourteen theme and admin bar does not show up for non-logged in users..

When I log in the site the admin bar shows up but it does not show up for non-logged in users and the login and register links are needed for front page.

Anyone knows the fix to this?
