What about creating an update on the trac ticket and see if there is a response from others? It is a very easy thing to add something like this to Core. I do not understand why it has not been added already. I am guessing there is resistance wanting to force people to either use a gravatar or install an avatar plugin.
Another way. Which would be of benefit for many so they can have a choice.
What about creating a more compact snippet anyone can add to their child theme functions file? Instead of having to use a plugin for this feature. I try and keep plugins to a minimum.
