Hello,
The Order Weight condition is meant to be filled with net weight range. For example, if your carrier limits weight to 1-3 kg and package weight is 0.15 kg, then Order Weight should be set to 0.85-2.85 kg.
Thank you Dan. Yes, I had tried that, but then the customer pays postage for only the item(s) he buys, leaving me to pay postage for the package weight. I can add this to the base cost, but that messes up my averaged ounce brackets. It would be much more straight-forward if you could add a “Base Package Weight” entry along with your Base Cost entry. Would you ever consider doing this for one of your versions?

Well, that’s what Base Cost for, to account handling costs.
I’m afraid we have not enough demand for this. AFAIK, your request is the first one this year. A lot of useful options could be added, including this one, but adding them would make the plugin a mess hard to understand.
Thank you Dan, I did as you advised, and it works out, except that the Destinations I choose from the drop down list don’t show up on the Rule Setting page. I didn’t think that was a problem, but back on the Shipping Rules page under Destination, I only se one of the three countries I had chosen. Could this be an installation problem, or are we limited to only one country per rule?
On further investigation, I was using Internet Explorer. When I switched to Chrome, the issue was resolved. Great product!

Yeah, IE is obsolete nowadays. You can switch to Chrome as you did, or Edge, for example. Thank you for update.
