Adding Flash Having a problem

Hi Im building a theme from scratch. As part of the WP website I have a flash file (not in the post section or header) just as part of the site.

I installed the swf file into the site using Dreamweaver.

When I preview the template it works ok except the swf file does not show and there is an error message saying i need the latest version of Flash Player.

I know this is not the problem because I have the latest version of flash player AND the file works fine when i preview it in a browser in an html file that’s not a WP theme.

Unfortunatley i’m working on a local server so i don’t have a link.
ive seen similar posts but no solutions. An help would be much appreciated!
