Adding a new redirection

I hope to know how to add a new redirection.
like this site nbanews.us
when a user open nbanews.us/15 ,he’ll redirect to nbanews.us/?id=15
the 2 links opening the homepage but showing the protected link
and there is another redirection inside the first like this nbanews.us/?id=15&d=1
the idea here another script inside WordPress

I just hope to know how to add this redirection.
