Add $message to is_record_excluded()

It would be really cool it would be possible to hook into the “wp_stream_is_record_excluded” filter be the $message passed in log() function. that way we can manually filter out actions not only be context and actions. E.g. i want to filter out a settings update actions by message – but currently its not possible.
