Add filter for authors list

I am looking for a solution to add a dropdown that will filter the author’s list by certain fields defined in the shortcode. For example, I am using before_bio=”{al:mepr_county} to display a custom “County” user meta field. Is there a way to create a filter to display authors by “County”? I am happy to pay to develop this feature if there is expert help available.
