Add extra menu bar to header

I want to add an extra menu that is located at the top of the site above the regular menu bar. Basically a colored bar that has two items or social media links and a search bar (optional). Is there a plugin that adds an extra menu?

I´m working with the Elegant theme from WPExplorer (http://wpexplorer-demos.com/elegant/)

I´m not that good at PHP and the search didn’t help.
