Not with the Forms plugin here, but you should be able to make use of those options with our https://wordpress.org/plugins/constant-contact-woocommerce/ plugin
Is that plugin still being maintained? We used it in the past and it was having issues, there’s also a warning that says it hasn’t been tested with our newer version of WordPress.
Can both plugins be used at the same time also?
Yes, we’re still maintaining it and yes on both at the same time.

The reason for this is that Constant Contact Forms is not set up to integrate with WooCommerce, and our WooCommerce plugin may be needing some extra finessing and work in regards to campaign and list management, that we aren’t able to handle via the forums here.
