Adaptive payments

Hello – do I need to be paypal approved on the 30th of this month to use the adaptive payments system? I noticed paypal are making changes and only allowing approved accounts to use it. I want to be able to split the payment at point of sale to go between my account and the vendor account – or somehow automate the payment to the vendor … does this plugin do those things?
