It seems that this is happening at the primal stage of the connection, and sometimes it is usually due to network communication issues.
* As a first step, could you login to your Google account again and start the process over and see how it goes?

* If the issue persists, kindly go to WooCommerce > Status > Logs and select from the dropdown any recent google-listings-and-ads-xxxx.logs and share those with us.

From the error, it looks like there is an SSL certificate error on the site. Do you have any security plugins that could block external connections on your site?
I’d like to understand more about your setup.
Could you please send me a copy of your site’s System Status? You can find it via WooCommerce > Status. Select “Get system report” and then “Copy for support”.
Once you’ve done that, you can paste the text in https://gist.github.com/ and feel free to change/remove your site URL in the report for privacy reasons.
Once you do that, you can paste the Gist link here in your reply.

Moving forward, it’s possible something unique to your site is causing a conflict. Can you try switching to a default theme such as Twenty Twenty and disable all plugins except for WooCommerce and the Google Listings & Ads extension and then retry the setup? See: how to test for conflict for a detailed guide.
You can perform the test using the health check plugin – changes made in the plugin’s troubleshooting mode will only be applied to your session, so your site will continue to load as usual for visitors/customers.

I have try to use the theme “Twenty Twenty” and disable all plugins except WooCommerce and the Google Listings & Ads extension but still not work.
It is same error :

This link shows a page not found error. Could you please share the Site Status report again? Perhaps the page is hidden and not public?
Could you confirm if you managed to complete a Conflict test? We believe this issue could be coming from a conflicting plugin/theme on your site.
Do keep us posted on how this troubleshooting works out for you.

I have created new website and stop all plugin but only activated Google Listings and Ads and used the them “twenty twenty”, but same error, you can find details as below links
