After see a post about keyword from Windows 7 files I noticed the keywords also exist in the IPTC section of the metadata under Keywords: see below sample from EXIF Tool display.
By using 2#025 keywords beside the Tags field, choosing IPTC, and entering the comma for the delimiter I was able to bring the keywords into the Tags field.
