Accessing administrative screen or wordpress.org

I am not able to understand how can I get access to the administrative screen or panel of wordpress.org. Once I access the administrative screen or panel of wordpress.org, I want to do the network settings so that I upload content on my wordpress.org website with https in the URL or the address bar of my wordpress.org website. May I please know how can I perform this action?
