Several plugins exist to solve your #6. These should remain as plugins, and not be bundled in the core, because they’re using the wrong technology to solve the problem.
Update notification is most elegantly handled with RSS and Atom feeds. WordPress presents a number of flexible feed options, for the whole site, individual categories, specific authors, and comments. These allow for a granular subscription mechanism that is extremely hard to replicate via email.

Theme support ? Well at this current place in time if you want the Admin area to look differnet you have to make a plugin why not admin themes. Also with the 1 it’s in the theme’s what the users see not the admin area because the category list does not go in the same order in the admin area and it does not show the sub categories below the parent category. But that may be just me…
