404 on Admin > All Pages

I have built dozens of sites and never experienced this issue.
When I click on All Pages in the admin, I get a 404.
I have switched Permalinks to Plain and back to Post Name > did not fix
I have installed Health and Troubleshooting plugin and even with all plugins disabled and 2019 Theme, this issue is there.

However,
https://www.domain.com/wp-admin/edit.php?post_type=page&ids=1 where ids is no matter which random number, that works but just plain
https://www.domain.com/wp-admin/edit.php?post_type=page gives a 404.
