404 Error

I installed all files, and updated and the config file. I’ve checked the config and everything appears good. I created the sql database and everything I was supposed to do. When I try to access the install file, I get:

Not Found

The requested URL /wp-admin/install.php was not found on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

The file IS there, I looked it up through my ftp and the file path I am entering IS CORRECT.
