3.3.1 Plugin & Theme error!

I have installed wordpress about 9 times and every time I go to install a theme or plugin by upload or wordpress.org lightbox I get this message:
Downloading update from http://downloads.wordpress.org/plugin/wp-pagenavi.2.81.zip…

I have tried changing the permissions to 777 but nothing changes! Whats going wrong?
