I hope you have selected “Total Counts” instead of “No of Units” in the ‘check for’ section while creating the rule. Please do let us know if it works on changing the selection to “No of units”.

I have the same issue.
I want to make a discount for 9 items of a certain category. Can be 9 of the same item or combinations of 9 different products. It only works if I create a category-based discount; if I choose product discount, it only has “quantity” and not “number of items”.
And if I create a category discount, it will mark every single product as being on sale, wich is not true. I don’t want the “sale” badge and the discount in every product.

Edit: I noticed the “sale” badge only appears after the client adds the products to the cart and activate the sale, and then go back to the store. In this case, its good enough. Cheers!

As per your query, Regarding the discount, hope you are able to achieve it using the Category Discount.
Regarding Sale Badge its is not a bug, it’s the functionality of the plugin.
Assume if you have set in a rule for some category A like Minimum as 1 then it will show for all the products in Category A as 50% discount, then as per rule if at least one product of Category A is added will get a discount. And Sales Badge is required to show as there is a discount configured in the rule if you add one product to the cart of Category A.
