2.3.1 archive links

In 2.3.1, the code outputs ugly non-XHTML-ish archive links. Example:
<link rel=’archives’ title=’December 2007′ href=’http://somesite.com/blog/?m=200712′ />Shouldn’t this use regular quotes instead of single quotes.
Is this still an issue in 2.3.2?
