1. Yes, but if you want to disable the maintenance mode on some pages, you can add their slugs to “Exclude” setting (from “General” Tab).
2. The same way as before because the maintenance mode is not blocking domain.com/wp-login.php.

Some security plugins enable you to switch your admin login page to a URL of your choice (which is something I was thinking of doing). Do you think your plugin will be able to work with that?

Will work fine if you add the new login url to the “Exclude” setting. For example if the url is: domain.com/new-login-url/, you add just the slug “new-login-url” to “Exclude”.
