It appears in my Google Insight Test. From the URL it is clear that the file is not hosted on my website server. Through Jetpack It loads on every page of my website.
But Why?

It’s a part of the Comments feature – https://jetpack.com/support/comments/
I will report this issue to our team, and we will consider the change for this URL https://public-api.wordpress.com/connect/googleplus-sign-in.js
If you insist on removing this file from loading, you can deactivate this feature.

It should be fine now.
