the problem is these ad images are not available over https://. http:// content on a https:// site is either blocked or results in mixed content warnings. If the banner images are empty they are being blocked. The example image you gave is not available over https and is therefore not shown on a https:// website. The solution would be to ask the developer of the ad to make the images available over https://.

I’d like to add here that this is correct behaviour: these images are resources which will cause mixed content warnings if they are not loaded over https.
So while it would be possible to exclude these ads from the mixed content fixer, this would cause your site to lose the green lock.
