Is there any way to see the users who have signed up for the giveaway? I thought I was using a plugin where people who signed up would be subscribed to my website, but the giveaway isn’t working that way. I have no way of seeing who has entered the giveaway that I can find.

if you are referring to the Jetpack feature for subscribing to your blog, that is not it.
Each giveaway is a separate event so we don’t subscribe users directly to the site but to the giveaway itself. You can see every subscribed user if you go to the giveaway itself (edit page on the admin side) and you can see all the subscribed users in the first box on the right.
Although, I do intend to integrate a way to directly subscribe your users to a another newsletter service such as MailChimp, Mailerlite or something other.
