The website is behind a maintenance page, unless this does not matter.
If that matters, what email can I use to send login info so you can see it in the backend?
(I would prefer to get Jetpack Custom CSS going because this removes all the need for constant refreshes of the webpage, thanks).

I thought I would post the results here so others can see the end result of this support request.
The theme I am using is called “Cream Theme”, used for an Ice Cream and Treats business locally. I also installed the Child Theme with it.
The Custom CSS in the customizer failed to show any changes in the preview window to the right, but when Custom CSS was saved, it shows up on the site.
So yes, Custom CSS in the Customizer does work with a Child theme.
When doing some testing, I found a mandatory plugin required by the theme called “Redux Framework” was causing the issue. So now this issue has moved to the theme author for support since it is the theme that needs to be fixed.
Reason I did not check this at first was because everything worked at the start, then this Custom CSS issue popped up. I should have returned to the plugins to check again.
