WC Vendors creates the functionality to allow vendors to sell on your site, it has nothing to do with providing information to download or email.
I don’t think I understood completely what you are trying to do but I think WooCommerce would solve your issue.

Hi Odedta, sorry for the confusion,
A vendor posts his listing, if a customer asks for information about it, the vendor will provide the information and pay us a commission for the contact.

I am not sure how you would work with with WC Vendors. With WC Vendors, Commissions are paid from the funds that are paid by a customer for a purchase. So, billing a vendor for commission like this would require another plugin or billing method. You can have downloadable or virtual products- but if you are not taking a payment from the customer/person who asks a question, then I am not sure how the commissions would work on your site with WC Vendors.
