Hi, can you share if there where any changes made to your website or server before this issue began?
I tried it on a new domain, on another server with a new and clean installation of WordPress and FSCF and The Newsletter Plugin plugins. I have the same problem.
Changed versions of wordpress, updated plugins, in short, the usual things.
Why Silent Remote Sending stop working after september 2015?
The URL invoked via browser works correctly.

I think I have seen this problem before. Silent remote sending works to connect to other sites, but will not connect to your own site. It uses a wordpres function to connect but it does not work on same site I think, maybe you can work around it using CURL and a custom function.
You can download the zip file for custom silent send methods however I do not provide support for it. if you need help you can hire a programmer.
