I assume you are talking about the box that asks to rate and review MaxButtons right? First of all that box is only visible on the backend, so the frontend won’t suffer a bit.
Also this box should not be persistent, and be gone forever when clicking on one of the links stating you don’t want to review the plugin ( we have no intention of spamming our users with persisent messages) . That is not happening if I understand correctly.
Most likely the cause of something like this is another plugin or the theme interfering with the functionality ( Javascript ) . You can check if that’s the case by hitting F12 ( developer mode ), refresh the page where the problem is visible, and see if there are any error popping up in the ‘console’ windows ( in Chrome / Firefox at least ) .
If that’s the case then please try to disable the plugin that has issues and see if that fixes it. Also let us know the name of the plugin so we can check if we can solve that on our end.
If it’s still unclear, you can disable all plugins except for maxbuttons, and switch the theme to a WordPress default. Then one by one reactivate them. At the point it stops working again, you have to problematic plugin.

This came before the suggestions and is still a work in progress, but this is where things stand right now.
I got frustrated with how much the white screen routine was slowing everything down so I deactivated and removed the plugin. As expected, this solved the ‘rate us’ box although there was another unrelated message which was persisting. Later there were some other issues I wanted to debug, so I renamed my plugin folder and one at a time added them back in and reactivated them. The other message never came back (I don’t remember what it was for) and I learned that Easy Google Fonts was the source of the unrelated issue.
I still need to add some buttons and may be reinstalling MaxButtons again for another try. I will keep this open for now in case someone else can identify an offending plugin. If it turns out that I won’t need it the hunt will then have to be picked up by someone else.
Hunting it will take about five minutes for you since you are experiencing the error, if you can find the time.
As said, check the developer console ( F12 ) and just paste all the error you get there. Usually it mentions the file, or path of the problem.
The problem will not go away by itself, so you could greatly help us improve the plugin.
