Collapse Menu list on Mobile

My site’s menu is not collapsed on mobile view. Shows all the butons and mobile icon and clicking it doesn’t do anything. Have tested in Chrome and inspected and no jquery errors or conflicts. Removed all my CSS and plugins. Reinstalled plugin.
