Edit Thumbnail Error

Using NextGen Gallery 2.1.23, editing thumbnails is behaving oddly. When clicking on the edit thumbnails button, the editor is no longer a pop-up, but appears below the images list. Even though it appears, it lacks a selector to crop the thumbnail. The console is also throwing up an odd error: Synchronous XMLHttpRequest on the main thread is deprecated because of its detrimental effects to the end user’s experience. It is not happening when I try to view/meta/rotate. I also cannot click on the image file name itself, when it normally brings the file up in a new tab.
Things I have tried:
- Deactivating all plugins
- Switching to default twenty theme
- Increasing the PHP memory limit
- Removing all spaces and errors from functions.php
Any help would be greatly appreciated.
