Half transparent border/padding

I am planning to purchase the commercial version, but I would like to clarify in advance, whether the system will allow a half transparent background for the Block Toggle Up/Down view. I will create the necessary CSS settings. For example for a 200x100px block I would like to see a 240×140 background with semi-transparent background color. This is usually solved by setting up a semi-transparent background and padding:20px.

When the block is toogled, the background with padding should follow it.
Is this possible?
