I think JetPack had to eliminate the counter on non-official-style Twitter buttons because of a requirement by Twitter.
Try changing the appearance of your Social Media icons to “official” and see if your Twitter Counter shows up.
Settings/SharingSettings/ButtonStyle = Official Buttons

Yes, Michel is right. The Offical Buttons are not very nice. Is possible to switch to circle buttons with functional counters (twitter, facebook, G+) pls?
I think Twitter changed something on their end forcing/requiring the use of their Official Buttons when showing the counter.
Maybe JetPack engineers will chime in here to further clarify.
This is actually due to a change on Twitter’s end. We will no longer be able to display counts on the Twitter button due to their upcoming API changes. I hope that helps to clear things up!

That’s a good short term solution, but eventually Twitter will remove the counts from the official buttons as well. That’s on their roadmap, so I wouldn’t recommend that you switch to the official buttons just to get the sharing counts back; if you do so, you’ll be disappointed when the sharing counts disappear from there as well.
