The first thing to check would be whether your API keys are getting saved. If not, then the problem lies with a conflict with another plugin’s JS. Plugins are supposed to insert JS into admin pages in a certain manner – if a certain plugin does it wrong, it impacts the behaviour of other plugins.
The one way to resolve this would be do disable other plugins, then save your settings, then reactivate your plugins.
Disabled all active plugins except photonic and resaved the api settings. Tried to add photo to a page, but it still says I have to define my API.
In the Settings -> Flickr Settings, when I save the API info, the numbers stay in there as if it’s saving . If I exit and go back in there, the API keys are still in there, so it appears to be saving.

Was/Is there a resolution to this issue? I’m experiencing the same problem. Have retrieved my API/Secret Code from Flickr. Enter & save into Photonic settings. I can’t get photos to return on my site. Perhaps I’m missing data input when creating the shortcode? I’m using the following:
