Billing frequency error

I am currently building a site with this plugin, locally and on a development server.
I am trying to make a test membership account for more than 1 year reoccurring payment, but if I select a 2 year or 3 year membership, then run through the Paypal payment system, I am returned to the development site, told to complete the process, then taken to the Membership Checkout page where an error message is displayed:
‘Billing frequency must be > 0 and be less than or equal to one year’.
I have tried with a paypal sandbox account, both paying and receiving, also live paypal accounts, no luck, continually get the same error message.
It only works if I select a 1 year reoccurring membership.
Any ideas?
