I’ve never opted in (via that link or plugin install) and the setting has shown up in settings and been used. I am not a fan on installing discrete plugins as that one appears. Thanks.

There are a few other snowflake plugins available.
The setting will appear on December 1st, but if you can’t wait you can add this code to your theme’s functions.php:
add_filter( 'jetpack_is_holiday_snow_season', '__return_true' );

I added it to my themes child function file but it doesn’t work or shoe the inn off setting under the settings menu.
