Import Time doesn't sync with Time Offset in settings

Using version 3.5 Pro with WordPress 3.9.2

When I import into a custom post type, the time doesn’t adjust with the time in settings. For example, if I choose UTC-5 in WordPress settings then the imported posts are scheduled for 5 hours from the time I upload them. If I adjust the setting to UTC, they are posted when they are imported which is what I want. I’ve tried Chicago verses UTC-5 and get the same results.

Since I’m using this to import a list of products that are being deleted before import, I need the posts to be active immediately so I don’t loose the post in the search engines.

Any ideas how to get the two in sync?
