There are several server requests returning 404. You can check those.
Probably too many large images as well. The backgrounds can be reduced both in pixels and in kb and still work with your layout.
Who are you using for hosting? Sometimes shared hosting accounts get lousy performance because of others you’re grouped with.

Suggest that you check your server logs for the errors.

will help with the 404 errors.
Using smaller images is a very good idea.
You can reduce the number of fonts, the number and size of images and try removing some plugins.
Chrome developer tools is how I saw the 404 status I posted above.

1) We solved the issue ‘Failed to load resource: the server responded with a status of 404 (Not Found) ‘ by adding MIME type for .svg through IIS. Once this is added the .svg files got rendered correctly. But they are not compressed using gzip. Now we are getting the alert like ‘Enable compression for the following resources’. We are using IIS server. We checked google and noted that IIS will not compress svg files using gzip. So we are checking on this. Please suggest.
2) We optimized the images but still the page speed test gives the error ‘Optimize images’ Ref:https://developers.google.com/speed/pagespeed/insights/?url=http%3A%2F%2Fwww.sierratec.com%2Fdemo%2FSIERRA_wp%2F. Please suggest

With layerslider, I often find greensock.js, kreaturamedia.slider.js files are used twice (as shown in Google pagespeed). Use google as a good indicator and you will definitely increase pagespeed.
