Email notifications (intranet)

I created a wordpress website on a local server in my network. It is an inward facing intranet page that I am going to use for various things such as this plugin. For whatever reason, when testing the plugin I am not getting email notifications at all. I am not sure if it is because the webpage is not connected to the internet or if it’s another issue.
