verification email after approval

Hello!

Everything in the plugin is working great except for this one step. I am a beginner and so I have tried everything in my limited knowledge to make this work.

I want users to use the registration form, upon which the admin will go in to approve/reject the user, following which the user will receive a custom email. I can’t seem to get the last part.
It seems like when the user creates themselves, they basically become an automatic user regardless and I can only change their role rather than approve/reject and, most importantly no email gets sent.

I have the following checked:
Custom New User Message

But where it says Custom Verification Message, it is unchecked. I am assuming this is because somewhere there is another box unchecked regarding verification, but I can’t seem to find which one!
