Should PMpro be network activated or just main site?
Will it work on just the main site? Wouldn’t that make it so it’s not available for use on subsites (which is what I want)?

Turn off registration in the network settings so people can’t sign up for free accounts. Direct everyone to the PMPro checkout page.
You should activate PMPro on the any site that you want to lockdown or have checkout. Generally, you only install it on the “main” site unless you want to also lockdown subsites based on the main site.
