Possible to hover a border on image galleries?

    I would like the thumbnail images for a default Jetpack image gallery to display a colored border upon hover. When inspecting the element it looks like the ID is

    img.attachment-thumbnail

    Is it possible to locate this ID or class in CSS and add a border when hovering attribute?
    I tried testing this by changing things around in Chrome. I am able to take the box shadow away from the image thumbnails but could not get the thumbnail to add a border upon hover.
